В статье рассматривается вопрос тактического управления проектами в девелопменте. Определены ключевые различия стратегического и тактического уровней управления, а именно — временной горизонт задач; степень детализации управленческих решений; инструменты контроля исполнения; характер распределения ресурсов; влияние на внутреннюю структуру команды; условия корректировки целей; гибкость реагирования на внешние факторы. Выделены особенности тактических решений на этапах концептуального планирования, проектирования и строительства, включая формирование концептуальной модели объекта, выбор проектных решений с учётом ограничений бюджета и сроков, организацию взаимодействия участников на строительной площадке, а также контроль качества и соблюдения графика работ. Разработана авторская модель взаимосвязи тактических решений со стратегией управления, нацеленная на повышение эффективности проектного цикла и минимизацию рисков девелоперской деятельности.
The article discusses the issue of tactical project management in development. The key differences between the strategic and tactical levels of management are identified, namely, the time horizon of tasks; the degree of detail of management decisions; tools for monitoring execution; the nature of resource allocation; the impact on the internal structure of the team; conditions for adjusting goals; flexibility in responding to external factors. The features of tactical decisions at the stages of conceptual planning, design and construction are highlighted, including the formation of a conceptual model of the facility, the choice of design solutions taking into account budget constraints and deadlines, the organization of interaction between participants on the construction site, as well as quality control and compliance with the work schedule. An author's model of the relationship between tactical decisions and a management strategy has been developed, aimed at increasing the efficiency of the project cycle and minimizing the risks of development activities.
