Настоящая работа посвящена комплексному анализу роли и потенциала технологий искусственного интеллекта (ИИ) в оптимизации управления региональными финансовыми ресурсами Российской Федерации в период 2025–2030 годов. Особое внимание уделяется влиянию ключевых институциональных изменений 2026 года — Указу Президента РФ №116 от 26 февраля 2026 г. «О Комиссии при Президенте Российской Федерации по вопросам развития технологий искусственного интеллекта», который координирует федеральные и региональные усилия по созданию, развитию и внедрению ИИ, включая рекомендации субъектам РФ сформировать межведомственные комиссии по ИИ до 01 июня 2026 г. Цель исследования оценить количественные и качественные эффекты от интеграции ИИ в бюджетные процессы регионов (прогнозирование доходов/расходов, верификация субсидий, снижение неэффективных трат), выявить барьеры и риски («bias» данных, киберугрозы, межрегиональное неравенство), а также предложить адаптивную модель внедрения ИИ с учётом федеративной структуры, национального проекта «Экономика данных» и указом Президента РФ от 10.10.2019 № 490 (ред. от 15.02.2024) "О развитии искусственного интеллекта в Российской Федерации" (вместе с "Национальной стратегией развития искусственного интеллекта на период до 2030 года").
This work is devoted to a comprehensive analysis of the role and potential of artificial intelligence technologies (AI) in optimizing the management of regional financial resources in the Russian Federation in the period 2025-2030. Special attention is paid to the impact of key institutional changes in 2026, including Presidential Decree No. 116 of February 26, 2026. The Commission under the President of the Russian Federation for the Development of Artificial Intelligence Technologies, which coordinates federal and regional efforts to create, develop, and implement AI, including recommendations for the constituent entities of the Russian Federation to establish interdepartmental AI commissions by June 1, 2026. The purpose of the study is to assess the quantitative and qualitative effects of integrating AI into regional budget processes (forecasting income/expenses, verifying subsidies, reducing inefficient spending), identify barriers and risks (data bias, cyber threats, inter-regional inequality), and propose an adaptive model for implementing AI, taking into account the federal structure, the national project "Economics of Data" and Decree of the President of the Russian Federation dated 10/10/2019 No. 490(ed. dated 15.02.2024) "On the Development of Artificial Intelligence in the Russian Federation" (together with the "National Strategy for the Development of Artificial Intelligence for the Period up to 2030"
