CONCEPTUAL MODELS OF THE FORMATION AND SPREAD OF NATURAL RISKS IN FRAGILE AND CONFLICT-AFFECTED STATES IN THE POST-CONFLICT PERIOD

Armed conflicts are the cause of environmental damage, which in turn is the cause of natural risks caused by the destruction of natural ecosystems and the loss of biodiversity in the territories of fragile and conflict-affected states. Natural risks arising from environmental damage caused by Armed conflict has a long-term impact on the sustainability of economic and social development processes of both the fragile and conflict-affected states themselves and the bordering states outside the zone of armed conflict. At the moment, there are gaps in the assessment and inclusion of natural risks in the risk management system. Given the rapid evolution of natural risks in fragile and conflict-affected States, the need to develop and implement a clear natural risk management framework is essential to enhance the effectiveness of post-conflict peace order programmed. The article was written in order to draw the attention of the academic and expert community to the study of the process of emergence, spread and impact of natural risks, the factors of occurrence of which are environmental damage resulting from armed confrontation, in the territories of fragile and conflict-affected states. In the article, the author presents a conceptual model of the impact of methods of armed struggle on the process of formation of natural risks. A conceptual model of the geographical scope and time horizon of the impact of natural hazards in the zones of armed conflict is presented. In order to assess the impact of natural risks on the economic and social stability of fragile and conflict-affected states, the author has developed and presented conceptual models of the impact of natural risks on the process of formation of economic, financial, and systemic risks. In conclusion, the author provides an overview of the international legal framework that forms the basis for the protection of natural ecosystems during an armed conflict.
