Abstract

The relevance of the study is due to the need to replace the compensatory model of technological modernization of the agro-industrial complex with an advanced model in the context of structural imbalances and resource constraints of agricultural regions. The purpose of the article is to present scientifically based directions for increasing the economic efficiency of technological modernization of agriculture in the Altai Territory based on the developed organizational and economic mechanism. The methodological basis included a systematic approach, econometric modeling of panel data, machine learning methods (Random Forest), cluster analysis and scenario forecasting. The information base was formed by data from Rosstat, the Ministry of Agriculture of the Russian Federation and the Altai Territory, as well as the results of the author's survey of 50 agricultural organizations. The study revealed the «Altai Krai paradox»: an abnormally high marginal efficiency of state support (β=0,41) under its chronic underfunding (490 rubles/ha vs. 1844 rubles/ha on average in the Russian Federation). A multifactor model was constructed that proved the presence of a synergistic effect between state support and digitalization (interaction effect 0.31). Based on the clustering of farms, a differentiated organizational and economic mechanism for managing modernization has been developed, implementing the principle of «support according to cluster request». Adaptive business models for enterprises and the concept of «Digital Assistant for an Agri-Manager» are proposed. The scientific significance lies in the creation of tools for assessing the effectiveness of modernization with dynamic weight calibration based on machine learning. The practical significance is confirmed by calculations: the implementation of the proposals will ensure an increase in labor productivity by 45-55% and an increase in GRP by 110-135 billion rubles by 2031.
