DEVELOPMENT OF THE REGIONAL ECONOMIC SYSTEM: INSTITUTIONAL ASPECTS AND SPATIAL PLANNING OF INFRASTRUCTURE INVESTMENTS

The article analyzes modern institutional forms of coordinating infrastructure projects at the regional level, including interdepartmental working groups, project offices, competence centers, and regional investment agencies. Special attention is paid to their role in overcoming departmental fragmentation and ensuring continuous management of the investment lifecycle. The article also examines the integration of these mechanisms with spatial planning tools, such as territorial planning schemes and strategic planning documents for regional development. Based on the analysis of practices and international experience, the article substantiates the need for digitalization of processes and the creation of a unified information space to enhance transparency and efficiency. The study provides recommendations for minimizing the risks associated with participant motivation and adaptation to external changes. The study highlights the synergistic effect of combining institutional and planning measures.
