INCREASING THE EFFICIENCY OF RESEARCH ACTIVITIES OF STATE UNIVERSITY EMPLOYEES (INCLUDING IN THE SPHERE OF REGIONAL AND SECTORAL ECONOMY) BASED ON IMPROVING MOTIVATION

Abstract

This article is devoted to the study of the problem of increasing the effectiveness of the research activities of the teaching staff of state institutions of higher education, in particular, on the example of the Federal State Budgetary Educational Institution of Higher Education "Sochi State University." The task of improving motivation measures is being actualized. An analysis of the indicators of the research activities of the university is carried out, both negative trends (a decrease in the volume of R&D, publications in the Web of Science databases) and positive ones (an increase in publications in the journals of the Higher Attestation Commission, an increase in the number of monographs and activity in the field of intellectual property) are revealed. The work justifies the need for an integrated approach to motivating scientific and pedagogical workers, which should be focused on stimulating the attraction of funding for R & D. It is proposed to introduce a progressive scale for assessing the effectiveness of research activities. As a tool for implementing the proposed motivation measures, a specialized software system for scientific rating, developed and implemented at the university, is presented. The system allows you to automatically calculate performance indicators for 18 different types of scientific activities, ensuring transparency and objectivity of the assessment. Special attention is paid to motivating young scientists, graduate students and students, specific measures are proposed to stimulate them.
