A SYSTEMATIC APPROACH TO FORMING A REGIONAL SOCIO-ECONOMIC DEVELOPMENT STRATEGY

Abstract

The economic and social development of society in modern conditions largely depends on the effective work of government authorities and the ability to identify and implement key conditions to eliminate the asymmetry of regional economic problems. The strategy of socio-economic development of a territory, from the point of view of an integrated, systematic approach, is a set of measures to achieve an optimal socio–economic system of a territory, appropriate order, purposefulness and mutual coordination of the actions of its components. At the same time, the potential of the system in question is many times higher than the potential of all its components (subsystems). In this regard, the effectiveness of the strategy of economic and social regional development was assessed on the basis of determining not only cost criteria, but also in kind, taking into account the satisfaction of citizens' needs for jobs, goods and services. It is determined that a significant part of the regional budget revenues (55%) is generated by the key economic sectors of the Moscow region: industry and trade. At the same time, the values of indicators characterizing the quality of life of citizens do not reach the national ones, despite the steady growth of GRP, its level per capita remains below the average in the Russian Federation. As part of the analysis, using external and internal factors that take into account the specific features of the development of the Moscow region, scenarios of economic and social development have been developed: revolutionary, involving drastic changes.; evolutionary, based on the energy and resource component of development while preserving existing development achievements, and innovative, the most preferable, taking into account recent changes in domestic and global economic practices, as well as the creation of new, promising models for the functioning of enterprises and complexes. The modeling of the application of innovations in the implementation of programs for the socio-economic development of the Moscow region was carried out, the provision of financial, material and labor resources was calculated, the key directions and spatial organization of all processes of expanded reproduction were identified, predictive indicators of the economic and social development of the Moscow region for 2030.
