CRITICAL ANALYSIS OF METHODS FOR ASSESSING THE SUSTAINABILITY OF RUSSIAN OIL AND GAS INDUSTRIAL ENTERPRISES

Abstract

The article presents a critical analysis of the applicability of classical and modern sustainability assessment methods (ratings of international agencies, a system of balanced indicators, models based on financial coefficients, approaches of government agencies and Russian rating agencies) to the activities of Russian oil and gas enterprises after 2022. The limitations of these methods are revealed: geopolitical bias, orientation towards a market economy with access to Western capital, lack of accounting for operational, technological and logistical risks. It is proved that traditional tools focused on a stable economy do not take into account the factors of technological blockade, logistical restructuring, sanctions pressure, and the priority of government tasks. The necessity of transition from static stability to measurement of dynamic adaptability is revealed. The requirements for the new methodology are formulated: accounting for technological sovereignty (the share of critical imports), logistical flexibility (the cost of redirecting flows, the index of market diversification), personnel stability, and linking adaptability indicators to the motivation system of top management.
